Notification of National Energy Administration About Release of the 2016 Construction Plan of Photovoltaic Power Stations

Development and reform commission (bureau of energy) of each province (autonomous region, municipality) and Xinjiang Corps, each agency, State Grid Corporation, China Southern Power Grid, Inner Mongolia Grid, Shaanxi Local Electric Power Company, China Renewable Energy Engineering Institute, Electric Power Planning & Engineering Institute:


According to the corresponding regulations of construction management of photovoltaic power projects and taking into full account the development program of photovoltaic power stations in China, the construction and operation of photovoltaic power stations in various areas in 2015, the conditions of the electric power markets and the usage of the subsidies, our bureau formulated the 2016 Construction Plan of Photovoltaic Power Stations. Now we will give the corresponding contents and requirements as follows:


I. The newly-added construction capacity of photovoltaic power stations in China in 2016 will be 18.1 billion watts, among which, the capacity of ordinary photovoltaic power stations will be 12.60 billion watts and the capacity of leading photovoltaic bases will be 5.50 billion watts. For more information about newly-added construction capacity of ordinary photovoltaic power stations of each province (autonomous region, municipality) in 2016 and construction capacity of leading photovoltaic bases in 2016, please refer to the attachments.


II. For photovoltaic power projects using roofs, walls or affiliated places of fixed buildings and ground photovoltaic power projects completely for private use, no construction capacity will be set. The energy competent department of each area shall handle project register at any time. The grid enterprises shall handle formalities of grid connection in time. After these projects are completed, they shall be incorporated in the scope of subsidy.


III. For Gansu, Xinjiang and Yunnan, which cannot meet the market requirements for newly-added photovoltaic power stations, the release of the construction capacity of photovoltaic power stations in 2016 shall be suspended or deferred (other than photovoltaic projects for poverty alleviation). The newly-added construction capacity of Shandong’s ordinary photovoltaic power stations will all be used for photovoltaic projects for poverty alleviation. The construction capacity of photovoltaic projects for poverty alleviation in China will be released separately.


IV. The development and reform commission (bureau of energy) of each province (autonomous region, municipality) is encouraged to establish the mechanism of allocating photovoltaic power projects through competitive methods such as bidding and optimization in order to facilitate technical progress of photovoltaic power and decrease in the on-grid price. For areas which have remarkably facilitated the decrease in the on-grid price by adopting competitive methods to allocate projects, the construction capacity that year can be increased directly according to the two times of the average degree of reduction (percentage) of the on-grid price of that province (autonomous region, municipality). The capacity increased will be distributed to the detailed projects by methods of competition.


V. The development and reform commission (bureau of energy) of each province (autonomous region, municipality) shall allocate the sheet of ordinary photovoltaic power projects according to this capacity and submit it to our bureau by the end of July, 2016 and send a copy to the agency of the national energy administration of that area and to the grid companies at provincial level. It shall also organize the relative project units to submit the information through the information platform of power generation from renewable energy of China (hereafter called “information platform”) according to Notification of National Energy Administration About Enforcement of Information Management Toward Power Generation From Renewable Energy (National Energy New Energy [2015] No. 358). From Dec. 31st, 2016 onward, the sheet of projects to be incorporated into the 2016 newly-added construction capacity cannot be changed. 


VI. For leading photovoltaic bases, projects shall be allocated through competitive methods such as bidding and optimization and the electricity price shall be taken as the major competitive condition. In principle, the construction capacity of the single photovoltaic power project within the bases shall be above 0.1 billion watts. The major photovoltaic products such as photovoltaic assemblies adopted by the project shall conform to the indexes of “leading” technical products. The investment in and construction of the optimized projects of the bases shall be uniformly organized by the development and reform commission (bureau of energy) of each province (autonomous region, municipality) or by the government of the city (county) where its agency resides. The National Energy Administration shall provide guidance and supervision as to the project construction of the bases.


VII. The grid enterprises at different levels shall work with the local energy competent departments to implement the yearly construction plan. For the photovoltaic power projects listed in the construction plan, they shall submit proposals about grid connection and deploy the supporting transmission works by adhering to the principle of simplifying procedures and increasing efficiency as well as the corresponding regulations and time limits so that the on-grid operation of the projects can be guaranteed after they are completed.


VIII. The development and reform commission (bureau of energy) of each province (autonomous region, municipality) shall make public the construction information about the photovoltaic power stations of that province once every quarter including information about projects being built, grid connection and operation in order to guide construction of photovoltaic power stations of each area. The agencies of National Energy Administration shall, through the information platform, trace the progress of the yearly plan of each area and supervise the construction and operation of the photovoltaic power projects as well as the services, full amount indemnificatory purchases, electricity charge settlement and grant of subsidies for renewable energy in each link of the grid connection handled by grid enterprises. The state’s centralized management unit of solar power generation shall be responsible for maintenance of the information platform. It shall strengthen supervision and data statistics about the construction and operation of the photovoltaic power projects by fully using such information means as the information management platform.

Note: For Beijing, Tianjin, Shanghai, Chongqing, Tibet and Hainan, no upper limit of construction capacity will be set on the condition that no waiver of photovoltaic power occurs.
