PV Electricity Price Policy
On November 2, 2018, National Energy Administration organized a symposium on the results of the mid-term evaluation of the 13th Five-Year Plan for solar energy development to discuss the adjustment of targets of the 13th Five-Year Plan in the areas including photovoltaic power generation and photothermal power generation. Leaders of National Energy Administration released a lot of good news, one of which is to accelerate the introduction of policies for the photovoltaic industry in 2019 to stabilize market expectations.
Photovoltaic electricity price policy for 2019 is one of the important policies. It is learnt that the price department of National Development and Reform Commission (NDRC), which is in charge of photovoltaic electricity price policy, already organized two symposiums on photovoltaic electricity price policy for 2019 on January 18 and January 22. This indicates that the photovoltaic electricity price policy for 2019 eagerly anticipated by the industry will be released soon.
According to the policy drafts divulged from the two symposiums, there is currently little objection to the implementation of the framework at 0.4, 0.45 and 0.55 yuan per kWh for the benchmark electricity prices of ground power stations in the three types of areas. At the same time, the subsidy standards for households and industrial & commercial distributed have been raised to the upper limits of 0.15-0.18 yuan / kWh and 0.1-0.12 yuan / kWh.
Photovoltaic Power Station Construction Target for 2019
“Subsidy can be lowered and target can be raised.” This is the voice of some representatives of photovoltaic enterprises at the two electricity price policy symposiums. Undeniably, what is at the same important position as the electricity price policy is the photovoltaic power station construction target for 2019.
In 2014 and 2015, the plan was issued at the beginning of the year, while in 2016 the photovoltaic construction plan was issued slightly later on June 3.
With regard to the power station construction scale in 2017 and 2018, National Energy Administration did not separately formulate annual target for installed capacity, but issued the Guidance of National Energy Administration for the Implementation of the 13th Five-Year Plan for Renewable Energy Development on July 19, 2017. According to the calculation of industry insiders, the Top Runner + ordinary power station construction target for 2017-2020 was a total of 86.5GW.
Data show that by the end of 2018, the installed capacity of photovoltaic power stations reached about 170GW, completing the 13th Five-Year Plan target two years ahead of schedule. On November 2, 2018, leaders of National Energy Administration in charge of photovoltaic said the 13th five-year target for solar installation would be adjusted to 250-270GW. National Energy Administration also confirmed that photovoltaic subsidies would continue until 2022. According to the practice in 2014 and 2015 that annual targets were issued at the beginning of the year, the target for 2019 is likely to be issued after the spring festival.
Declaration for the Eighth Batch of Renewable Energy Subsidy Catalogue
When it comes to electricity price policy and subsidy target, the issuance of subsidy should also be mentioned. On June 11, 2018, National Development and Reform Commission, Ministry of Finance, National Energy Administration jointly issued a Notice on the Publication of Renewable Energy Price and Subsidy Catalogue (Seventh Batch), which provides subsidies for PV power stations that are connected to the grid and brought into national scale management before March 2016.
In view of the continuous expansion of the construction scale and subsidy gap of photovoltaic power stations, the input cycle and the time span of subsidy issuance of the photovoltaic power station catalogue are also prolonging synchronously. The Notice on Organizing the Declaration for the Seventh Renewable Energy Price and Subsidy Catalogue was issued on March 13, 2017, and the Catalogue was officially made public on June 15, 2018, which took 15 months. For the projects that are connected to the grid by March 2016 in the scope of subsidy, it will take at least two years and three months for an enterprise or individual who invested in the PV power station to receive subsidies. And for the PV power station projects that are included in the national scale management after April 2016, it will have been three years for not receiving subsidies by April 2019.
According to Energy News, citing authoritative sources, the declaration for China’s eighth batch of renewable energy subsidy catalogue has been included in the work schedule of competent authorities. The declaration may start as early as January 2019. Considering that the Notice was not issued before the spring festival, it’s highly likely to be issued in February or March.
Official Draft of Renewable Energy Quota System
The renewable energy quota system is a “rigid” policy document that determines the outcome of China’s energy transition and the growth space of renewable energy including PV. It’s learnt that China’s renewable energy quota system has been prepared for many years, and eagerly anticipated by all parties.
In the past 2018, ministries including National Development and Reform Commission and National Energy Administration issued drafts for comments on the launch of renewable energy quotas on March 23, September 13 and November 15 respectively. However, due to the differences among the parties, the official draft hasn’t been published.
Zhang Weihong, a senior photovoltaic expert, said that the official launch of the renewable energy quota system has been delayed than expected, and the formal draft for comments should be released after relevant rules have been made so that it can be effectively implemented. The document is very likely to be officially released after the Spring Festival.
The Fourth Batch of “Top Runner” PV Projects
Since its official launch in 2015, the PV “Top Runner” program has been implemented for three years, and built 22 “Top Runner” bases, with a total scale as high as 13GW.
In the second half of 2018, in accordance with the provisions of the “531 New Policy”, the fourth batch of “Top Runner” projects will be launched. In the eyes of some industry insiders, although relevant work has been started, the results of the fourth batch are not expected to be officially launched until mid-2019. According to the media, the number of “Top Runner” bases is expected to exceed 20 in 2019, each base will have a scale of nearly 497MW, and the total scale will reach 11GW.
In response, Wang Sicheng, a researcher at the Energy Research Institute of National Development and Reform Commission, pointed out: “if the fourth batch of photovoltaic top runners release another 11GW, a total of 17.5 GW in two years, it still complies with the original plan. This not only supports the size of the market, but also further leads the development of the market in the direction of high quality.”
According to the “new construction scale plan for PV power stations for 2017-2020” in the Guidance of National Energy Administration on the Implementation of the 13th Five-Year Plan for the Development of Renewable Energy, the planned construction scale of top-runner technology bases in 2017-2020 is 8GW each year, and 32GW in total. Considering the construction scale of the third batch of bases is 1.5GW short of the planned target, 1.5GW is added as the reward target, coupled with 8GW of pre-construction target, the target for the fourth batch of bases is exactly 11GW. Even without the 1.5GW reward target, there is still 9.5GW increment as scheduled.
It’s learnt that provinces and cities including Nanyang in Henan, Fuxin in Liaoning, and Hegang in Heilongjiang have joined the competition for the fourth batch of “top runner” bases. The Notice on Matters Concerning the Construction of the Fourth Batch of PV Top Runner Bases (draft for comments) will be released to the public soon.
Photovoltaic Poverty Alleviation Target
On September 29, 2018, the Comprehensive Department of National Energy Administration and the Comprehensive Department of the Poverty Alleviation Office of the State Council jointly issued the Notice on Reporting Matters Concerning Photovoltaic Poverty Alleviation Project Plan, marking the official launch of photovoltaic poverty alleviation work in 2019.
It’s learnt that the photovoltaic poverty alleviation implements a target management model. On December 29, 2017, National Energy Administration and the Poverty Alleviation Office of the State Council jointly issued the Notice on the Issuance of the First Batch of Photovoltaic Poverty Alleviation Project Plan for the 13th Five-Year, and approved the photovoltaic poverty alleviation in 236 counties and 14 provinces (autonomous regions), with a total construction scale of 4.186GW (4186.237852MW), benefitting 710,751 registered poor households in 14,556 registered poor villages.
According to Zhang Xinsheng, a director of the Industry Section of the Development and Guidance Department of the Poverty Alleviation Office of the State Council, by the end of 2017, the Poverty Alleviation Office of the State Council had carried out photovoltaic poverty alleviation construction in 940 counties of 25 provinces, autonomous regions, municipalities across the country, and built up a cumulative scale of 10.11 million kilowatts, directly benefitting 1.646 million poor households in 30,000 poor villages. The next target is to build 15GW village-level power stations and accurately help 2.8 million registered poor households.
With the arrival of the decisive period for poverty alleviation in the 13th Five-Year, photovoltaic poverty alleviation will also face tougher tasks. The release of photovoltaic poverty alleviation target for 2019 also concerns all parties. Industry insiders predict that the photovoltaic poverty alleviation target will also be issued at the beginning of the year, together with the photovoltaic construction target for 2019, or separately.
Energy Work Guidance for 2019
Although the policy influence of the energy work guidance for 2019 is not as big as that of the electricity price policy, power station target and top runner program, the photovoltaic part of the document is particularly valued by the industry. Meanwhile, it’s the first annual energy development action plan issued after the “change of guard” of National Energy Administration, which is also a special concern of the industry.
According to Energy News, the Energy Work Guidance for 2016, 2017 and 2018 was issued on March 22, February 10 and February 26 of respective year. Accordingly, the Guidance for 2019 will be available soon.
Measures for the Management of Distributed Photovoltaic Power Generation Projects
In early April 2018, National Energy Administration issued a Letter on Soliciting Opinions on Policy Documents Concerning Photovoltaic Power Generation, seeking comments on two documents: Opinions on Improving the Management of Photovoltaic Power Generation Construction Scale, and Measures for the Management of Distributed Photovoltaic Power Generation Projects, and require the receivers to provide written feedback to the new energy department of National Energy Administration before April 25, 2018.
Prior to this, National Energy Administration issued the Interim Measures for the Management of Distributed Photovoltaic Power Generation Projects (Neng Xin Neng (2013) No.433) on November 18, 2013, making an overall plan on distributed PV power generation. However, more than four years have passed, the formal Measures for the Management of Distributed Photovoltaic Power Generation Projects has not yet been introduced, which is not in conformity with the growing scale of distributed PV and the industry’s call for separate management of household and industrial & commercial targets.
Nothing will be achieved without rules. With the comprehensive development of energy legislation, it’s possible that the long tabled Measures for the Management of Distributed Photovoltaic Power Generation Projects will restart discussion and release again.
